The precise measurement of an exotic atom in the laboratory has refined scientists? understanding of neutron stars, which are among the universe?s most extreme objects. The study, published January 22 in Physical Review Letters, could help scientists determine whether the crusts of neutron stars serve as the source of dozens of heavy elements such as zinc, silver and gold.
?One of the universe?s overriding mysteries is where heavy elements originate,? says James Lattimer, an astrophysicist at Stony Brook University in New York who was not involved in the study. ?These mass measurements allow us to tune our equations so we can work toward settling the debate.?
Neutron stars are not actually stars at all. After a massive star explodes in a supernova, the remnant is a hot, dense ball about 20 kilometers across. It is made up of protons, electrons and lots of neutrons. That sphere packs in a mass larger than that of the sun, with a surface that one study estimates is 10 billion times as strong as steel. Under these extreme conditions, nuclei of atoms that are normally unstable can subsist in the neutron star?s outer layers.
Neutron stars are too far away to study their composition, and scientists cannot re-create the enormous pressures in the lab. But they can plug the measured properties of various neutron-rich atoms into computer simulations that predict neutron star composition. Physicist Robert Wolf of the University of Greifswald in Germany and an international team were particularly interested in determining the mass of zinc-82, which some models predict should occur in the crust of neutron stars. Zinc-82 has a nucleus consisting of 30 protons and 52 neutrons ? many more than the 34 neutrons in the most common form of zinc. The challenge was isolating and measuring the rare isotope, most of which would decay in less than a second.
At CERN in Switzerland, Wolf?s team used the On-Line Isotope Mass Separator facility, which consists of a high-energy proton beam that strikes a thick block of uranium carbide. The protons shatter the nuclei in the target, creating a plethora of exotic isotopes that quickly decay into more-stable atoms. The researchers then exposed the atoms to electric and magnetic fields that separated them by mass. Within several tenths of a second, they measured the mass of a pure sample of zinc-82.
The researchers compared this mass with predictions in various computer models and determined that zinc-82 is probably absent from neutron stars. That?s in line with the most well-supported prediction of neutron star composition. Lattimer believes this aspect of the study is not its greatest contribution; previous experiments had already shown that the leading model was more accurate than others. Instead, he is most impressed by the technique?s potential to pin down the characteristics of other exotic nuclei that may exist in neutron stars.
Scientists want to create this compositional profile because neutron stars may be the source of many of the universe?s heavy elements. Fusion reactions in the cores of regular stars produce carbon, oxygen, nitrogen and other elements essential for life. But the heaviest element that fusion can construct is iron. Astrophysicists have long looked for another astronomical process with enough energy to forge heavier elements from protons and neutrons.
One explanation is that these elements form in the midst of the extreme heat and energy of supernovas ? no neutron stars required. But simulations show that these explosions have an insufficient quantity of neutrons. That need for neutrons leads to a competing idea: that heavy elements form when two neutron stars collide and some of their crustal material escapes into space.
To evaluate this possibility, theorists need to improve the models of neutron star composition. Mass measurements of heavy atoms like zinc-82, Wolf says, will help them do that. ISTANBUL (Reuters) - Kurdish militants will halt hostilities with Turkey in February according to the timetable of a fledgling peace process aimed at ending 28 years of insurgency, a report in a mainstream newspaper said on Tuesday.
Turkish intelligence officials began talks with jailed Kurdistan Workers Party (PKK) leader Abdullah Ocalan in late 2012 and preliminary talks have also been held with PKK members in northern Iraq, where most of the group's several thousand militants are based, it said.
More than 40,000 people have been killed in fighting since the rebels took up arms in 1984 with the aim of carving out a Kurdish state in southeastern Turkey. The PKK, designated a terrorist group by Ankara, the United States and the European Union, has since moderated its goal to one of autonomy.
The conflict is the chief domestic problem facing Prime Minister Tayyip Erdogan after 10 years in power.
"According to the timetable on the table, the PKK will announce its decision to halt hostilities in February right after an official call by Abdullah Ocalan," the paper said.
As an initial confidence-building step, around 100 PKK fighters will hand in their weapons and leave Turkey, the Hurriyet daily said.
Hurriyet, which is regarded as authoritative on security-related matters, did not identify its sources and there was no immediate comment from Turkish officials.
When asked about the report, PKK spokesman Roj Welat said the group had not as yet declared any ceasefire.
"The PKK officially has made no such declaration for the moment," Welat told Reuters by telephone. "There is no such information in our hands."
The militants have announced unilateral ceasefires in the past, but these have been ignored by Turkish security forces.
Under a framework discussed with Ocalan, all PKK fighters will eventually disarm after the withdrawal from Turkey and in return the government will improve the rights of Kurds, who make up some 20 percent of Turkey's population of 76 million.
As part of those reforms, Turkey's parliament last week passed a law allowing defendants to use Kurdish in court in a move seen aimed at breaking a deadlock in the trials of hundreds accused of links to the PKK. [ID:nL6N0AU2VN]
NORTHERN IRAQ TALKS PLANNED
Only Erdogan and a few officials are believed to have first-hand knowledge of the peace framework. They have not disclosed details of the plan, nor have they denied reports on it by media close to the government.
With next year's local and presidential elections in mind, Erdogan has limited time and is keen to keep the process under wraps due to fears of a nationalist backlash against talks with a group reviled by most Turks.
A more senior delegation from the MIT national intelligence agency, possibly including its head - Hakan Fidan, was due to travel to Arbil in northern Iraq for more talks with the PKK in the coming week, the liberal Radikal daily reported.
Among those expected to take part in the meeting was Sabri Ok, a senior figure in the PKK who participated in previous peace talks with Fidan in Oslo. Those negotiations unraveled in 2011 when recordings of them were leaked to the media.
The planned withdrawal of PKK fighters from Turkish territory is expected to be monitored by representatives of non-governmental organizations.
The militants previously withdrew from Turkish territory on Ocalan's orders after his capture in 1999, as part of moves towards peace. However, several hundred militants are estimated to have been killed by security forces during that withdrawal.
In an apparent bid to ease PKK concerns, Erdogan gave his word this month that the same thing would not happen again.

DUBAI (Reuters) - Iran said on Monday it had launched a live monkey into space, seeking to show off missile delivery systems that are alarming the West which fears the technology could be used to deliver a nuclear warhead.
The Defense Ministry announced the launch as world powers sought to agree a date and venue with Iran for resuming talks to resolve a standoff with the West over Tehran's nuclear program before it degenerates into a new Middle East war.
Efforts to nail down a new meeting have failed repeatedly and the powers fear Iran is exploiting the diplomatic vacuum to hone the means to produce nuclear weapons.
The Islamic Republic denies seeking weapons capability and says it seeks only electricity from its uranium enrichment so it can export more of its considerable oil wealth.
The powers have proposed new talks in February, a spokesman for the European Union's foreign policy chief said on Monday, hours after Russia urged all concerned to "stop behaving like children" and commit to a meeting.
Iran earlier in the day denied media reports of a major explosion at one of its most sensitive, underground enrichment plants, describing them as Western propaganda designed to influence the nuclear talks.
The Defense Ministry said the space launch of the monkey coincided "with the days of" the Prophet Mohammad's birthday, which was last week, but gave no date, according to a statement carried by the official news agency IRNA.
The launch was "another giant step" in space technology and biological research "which is the monopoly of a few countries", the statement said.
The small grey monkey was pictured strapped into a padded seat and being loaded into the Kavoshgar rocket dubbed "Pishgam" (Pioneer) which on state media said reached a height of more than 120 km (75 miles), IRNA said.
"This shipment returned safely to Earth with the anticipated speed along with the live organism," Defense Minister Ahmad Vahidi told the semi-official Fars news agency. "The launch of Kavoshgar and its retrieval is the first step towards sending humans into space in the next phase."
There was no independent confirmation of the launch.
SIGNIFICANT
The West worries that long-range ballistic technology used to propel Iranian satellites into orbit could be put to use delivering nuclear warheads.
Bruno Gruselle of France's Foundation for Strategic Research said that if the monkey launch report were true it would suggest a "quite significant" engineering feat by Iran.
"If you can show that you are able to protect a vehicle of this sort from re-entry, then you can probably protect a military warhead and make it survive the high temperatures and high pressures of re-entering," Gruselle said.
The monkey launch would be similar to sending up a satellite weighing some 2,000 kg (4,400 pounds), he said. Success would suggest a capacity to deploy a surface-to-surface missile with a range of a few thousand kilometers (miles).
But Michael Elleman, a missile expert at the International Institute for Strategic Studies think-tank, said Iran had demonstrated "no new military or strategic capability" with the launch.
"Nonetheless, Iran has an ambitious space exploration program that includes the goal of placing a human in space in the next five or so years and a human-inhabited orbital capsule by the end of the decade," Elleman said. "Today's achievement is one step toward the goal, albeit a small one."
The Islamic Republic announced plans in 2011 to send a monkey into space, but that attempt was reported to have failed.
Nuclear-weapons capability requires three components - enough fissile material such as highly enriched uranium, a reliable weapons device miniaturized to fit into a missile cone, and an effective delivery system, such as a ballistic missile that can grow out of a space launch program.
Iran's efforts to develop and test ballistic missiles and build a space launch capability have contributed to Israeli calls for pre-emptive strikes on Iranian nuclear sites and billions of dollars of U.S. ballistic missile defense spending.
MANOEUVRING OVER NEXT TALKS
A spokesman for EU foreign policy chief Catherine Ashton said the powers had offered a February meeting to Iran, after a proposal to meet at the end of January was refused.
"Iran did not accept our offer to go to Istanbul on January 28 and 29 and so we have offered new dates in February. We have continued to offer dates since December. We are disappointed the Iranians have not yet agreed," Michael Mann reporters.
He said Iranian negotiators had imposed new conditions for resuming talks and that EU powers were concerned this might be a stalling tactic. The last in a sporadic series of fruitless talks was held last June.
Iranian officials deny blame for the delays and say Western countries squandered opportunities for meetings by waiting until after the U.S. presidential election in November.
"We have always said that we are ready to negotiate until a result is reached and we have never broken off discussions," IRNA quoted Iranian Foreign Minister Ali Akbar Salehi as saying.
Salehi has suggested holding the next round in Cairo but said the powers wanted another venue. He also said that Sweden, Kazakhstan and Switzerland had offered to host the talks.
In Moscow, Russian Foreign Minister Sergei Lavrov told a news conference: "We are ready to meet at any location as soon as possible. We believe the essence of our talks is far more important (than the site), and we hope that common sense will prevail and we will stop behaving like little children."
Ashton is overseeing diplomatic contacts on behalf of the powers hoping to persuade Tehran to stop higher-grade uranium enrichment and accept stricter U.N. inspections in return for civilian nuclear cooperation and relief from U.N. sanctions.
IRAN DENIES FORDOW BLAST
Reuters has been unable to verify reports since Friday of an explosion early last week at the underground Fordow bunker that some Israeli and Western media said wrought heavy damage.
"The false news of an explosion at Fordow is Western propaganda ahead of nuclear negotiations to influence their process and outcome," IRNA quoted deputy Iranian nuclear energy agency chief Saeed Shamseddin Bar Broudi as saying.
In late 2011 the plant at Fordow began producing uranium enriched to 20 percent fissile purity, well above the 3.5 percent level normally needed for nuclear power stations.
Western governments say the higher-grade enrichment marks a notable step towards weapons-grade uranium, even though it is below the 90 percent level suitable for nuclear bombs.
Iran says its enhanced enrichment is to make fuel for a Tehran research reactor that produces isotopes for medical care.
Diplomats in Vienna, where the U.N. nuclear watchdog agency is based, said on Monday they had no knowledge of any incident at Fordow but were looking into the reports. One Western diplomat said he did not believe them to be correct.
The U.N. International Atomic Energy Agency, which regularly inspects Iranian nuclear sites including Fordow, had no immediate comment.
Iran has accused Israel and the United States of trying to sabotage its nuclear program with cyber attacks and assassinations of its nuclear scientists. Washington has denied any role in the killings while Israel has declined to comment.

I installed my FTM 2010 in my new desktop computer using the disc that I received for FTM 2010. My old computer had Windows XP. My new computer has Windows 8. I had no problems installing it or the data, so I thought. When I check for updates, I am told I do not have system administrator rights; that I need to either log in as the administrator on my computer or run FTM as the administrator. I checked and I am logged in as the administrator on the computer. To check on updates, I have to right click on the desktop icon for FTM, then left click on "run as administrator". A window appears and asks me "do you want to allow this program from an unknown publisher to make changes to your computer", I then click "yes". What did I do wrong, can you help?

LONDON (AP) ? If you're making a movie about WikiLeaks, this is the kind of thing you probably see coming.
Julian Assange says he has obtained a leaked copy of the script for "The Fifth Estate," a DreamWorks film about the maverick computer expert and his famed secret-busting site. In a speech before the Oxford Union debating society earlier this week, Assange said his unauthorized sneak peek has left him convinced the film is a hit piece.
"It is a mass propaganda attack against WikiLeaks, the organization (and) the character of my staff," he said, adding that the movie ? the opening scenes of which Assange described as taking place in Tehran and Cairo ? also hyped Western fears over the Islamic Republic's disputed atomic energy program.
"It is not just an attack against us, it is an attack against Iran. It fans the flames of an attack against Iran," he said.
A DreamWorks spokeswoman declined to comment on Assange's claims.
In a telephone interview late Friday, Assange said that the film's plot revolves around a fictional mole in Iran's nuclear program who discovers that the country has nearly finished building an atom bomb and will soon be in a position to load it onto ballistic missiles. The film has the informant fleeing to Iraq when WikiLeaks publishes his name among its massive trove of classified material.
Assange says the whole story is "a lie built on a lie," claiming that the U.S. intelligence community generally believes that Iran stopped comprehensive secret work on developing nuclear arms in 2003, and that, in any case, the world had yet to see evidence of a case in which WikiLeaks had exposed a CIA informant.
"They tried to frame Iran as having an active nuclear weapons program. Then they try to frame WikiLeaks as the reason why that's not known to the public now," Assange said, comparing the movie to Kathryn Bigelow's "Zero Dark Thirty," another film whose artistic liberties with recent history have drawn allegations of political bias.
Assange declined to say where he got the script, although he hinted that he had been supplied with several copies of it over time. He also declined to say whether the script would be posted to the WikiLeaks website, saying only that "we are examining options closely."
"The Fifth Estate" stars Benedict Cumberbatch as Assange and Daniel Bruhl as Daniel Domscheit-Berg, an early Assange ally who eventually fell out with WikiLeaks.
The film is due for release in November, and in a statement earlier this week director Bill Condon was quoted as saying that those behind the movie want "to explore the complexities and challenges of transparency in the information age" and "enliven and enrich the conversations WikiLeaks has already provoked."
Assange made his comments to the Oxford Union on Wednesday via videolink from the Ecuadorean Embassy in London, where he has been holed up for more than six months in a bid to avoid extradition to Sweden as part of a long-running sex crimes case.

A prominent Thai activist and magazine editor was sentenced to a decade in prison Wednesday for defaming Thailand?s monarchy, a verdict rights groups condemned as the latest affront to freedom of expression in the Southeast Asian country.
Somyot Pruksakasemsuk was convicted of publishing two articles in an anti-establishment magazine that made negative references to the crown.
The verdict came despite repeated calls by rights groups to free Somyot, who has been jailed since 2011. It also underscored the harsh nature of Thailand?s lese majeste laws, which critics say have frequently been used by politicians to silence rivals.
The articles in question were published under a pseudonym in Somyot?s now-defunct Voice of Taksin magazine, which he launched in 2009 to compile political news and anti-establishment articles from writers and contributors.
Judges found both pieces contained content that defamed the royal family and argued that Somyot, as a veteran editor, knew that and chose to print them anyway. The court announced two five-year jail terms ? one for each story.
?(Somyot) should have better judgment than ordinary journalists. He must have understood that the articles contained lese majeste content, but chose to publish them anyway,? one of judges said in the sentence.
Somyot said he would appeal the verdict but would not seek a royal pardon [BP: Interesting he won't seek a pardon...].

The European Union also weighed in on the verdict, saying it ?seriously undermines the right to freedom of expression and press freedom? and ?affects Thailand?s image as a free and democratic society.?
Human Rights Watch:
?The courts seem to have adopted the role of chief protector of the monarchy at the expense of free expression rights,? said?Brad Adams, Asia director at Human Rights Watch. ?The court?s ruling appears to be more about Somyot?s strong support for amending the?lese majeste?law than about any harm incurred by the monarchy.?
Somyot was first arrested during the street protests by the United Front for Democracy against Dictatorship (UDD) ?Red Shirts? against the government of then-prime minister Abhisit Vejjajiva. On April 26, 2010, the government?s Center for the Resolution of Emergency Situations (CRES) put Somyot and his magazine on a chart containing names of individuals and groups whom it accused of being ?anti-monarchy.? The CRES never offered any credible evidence to substantiate this allegation. On May 24, 2010, Somyot was arrested by the CRES, which detained him without charge for 19 days in an army camp under state of emergency rules then in effect. He was released on June 13, 2010. Somyot then changed the name of his magazine from?Voice of Taksin?to?Red Power. The Abhisit government forced the shutdown of?Red Power?in September 2010.
Police arrested Somyot again on April 30, 2011, and charged him under article 112 of Thailand?s penal code, which states that ?whoever defames, insults or threatens the King, the Queen, the Heir-apparent or the Regent, shall be punished with imprisonment of three to fifteen years.? The two articles for which Somyot was charged were written by Jit Pollachan, the pseudonym of Jakrapob Penkair, the exiled former spokesman of Thaksin. Jakrapob, now living in Cambodia, has never been charged with any crime for what he wrote.
Somyot was arrested five days after launching a campaign to collect 10,000?signatures?calling for the amendment of article 112. On May 29, 2012, the Camping Committee for the Amendment of Article 112 submitted a proposed amendment along with 30,383 signatures to the parliament. However, in November 2012, Parliament Speaker Somsak Kiatsuranond dismissed the proposed amendment, saying that the constitution prohibits any law reform related to the institution of the monarchy.
While Thailand?s Printing Act protects editors from being held accountable for the content of others, the Constitutional Court ruled on October 10, 2012, that the restrictions on freedom of expression and the criminal penalties for?lese majeste?offenses were constitutional, because breaches of?lese majeste?are considered threats to national security.
BP: There is a pattern of behavior of targeting Somyot?

?The articles accused the king of having power over all past governments and being behind most crackdowns against demonstrators,? Bangkok?s?Criminal Court?said in a statement. ?The information in those articles was incorrect. And as the editor of the publication, the defendant should take extreme caution in publishing.?
The editor, Somyot Pruksakasemsuk, is the third person convicted in the last month for insulting the royal family as calls grow within Thailand to change laws used to shield the monarchy from criticism. He was arrested in April 2011, five days after helping start a campaign to change the lese-majeste law.

The first article is a jumbled tale about a family that plots to kill millions of people to maintain its power and quash democracy. The court ruled on Wednesday that the writer was describing the Chakri dynasty of Thailand?s current King, Bhumibol Adulyadej.
The second article is a fictional tale about a ghost who haunts Thailand and plots massacres. The court ruled that the author was comparing the ghost to King Bhumibol.
?There is no content identifying an individual,? the court said. ?But the writing conveyed connection to historical events.?

The articles criticized the role of a fictional character meant to represent the king, public prosecutors said in a July 2011 report. Discussions about the role of the monarchy are forbidden.
?The accused is a journalist who had a duty to check the facts in these articles before publishing them. He knew the content defamed the monarchy but allowed their publication anyway,? a judge said in passing sentence.
??The lese-majeste law works against the long-term interests of the Thai monarchy,? said David Streckfuss, a Thailand-based independent scholar and lese-majeste expert. ?To a society that is becoming ever more politically conscious, the holding and trying of defendants seems arbitrary, petty and a clear violation of human rights.?

Mr. Somyot has been refused bail 12 times and denies breaking any laws. His lawyer, Karom Polpornklang, said his client would again seek bail while he appeals Wednesday?s ruling. He was also sentenced to an additional year in prison on an unrelated defamation charge.

Legal experts say lese majeste cases are highly charged-affairs in Thailand and few defendants are acquitted, largely because of the strong political overtones which frequently accompany prosecutions. Mr. Somyot?s arrest in 2011, for instance, came after a period of extreme turmoil in Thailand. David Streckfuss is a Thailand-based academic and author who has written extensively on Lese Majeste.? He says most of the recent prosecutions are not surprising as they were initiated during the previous government of Abhisit Vejjajiva, a staunch monarchist.
?What is surprising is, as you say, the Pheu Thai government came in promising to at least to look into the law and to have academics and legal experts look at it.? Since that time, I think probably for what they perceive as their own political survival, they?ve retreated from doing anything with the law,? said Streckfuss.
Nonetheless, Streckfuss says, there do appear to be significantly fewer new cases of Lese Majeste, so Thailand could, in the future, see less prosecutions and convictions.

However, persistent fears that the army might try and stage another coup or that so-called Yellow Shirt opponents might take over the streets in mass protests, appears to have persuaded Ms Yingluck that reforming the law is not a priority for her. Last year, a government advisor told The Independent that they had decided to leave the issue alone.
?Unfortunately, the failure of this government to review the lese majeste law is entirely predictable,? said Duncan Duncan McCargo, an expert on South East Asian politics at Leeds University. ?Yingluck Shinawatra is performing a delicate balancing act to preserve the political deal which keeps her in office ? and doing so involves keeping the country?s conservative institutions, including the palace, the judiciary and the military onside.?
BP: Well, despite the fewer cases and last year being a relatively ?good? year in regards to the number of people receiving custodial sentences for lese majeste offences, this is the 3rd conviction in the last month (per Bloomberg). Lese majeste is back on the agenda for now (at least). This is a lese majeste conviction for an insult or defamatory statement and not a threat (contrast with Uncle SMS case).
There have been changing attitudes towards lese majeste over the past five years.?However, as seen with another delay to constitutional reform, the government is sidelining all issues that could lead to confrontation. The confrontation on lese majeste reform you ask? At the end of 2001, Panitan Wattanayagorn, former secretary-general to ex-premier Abhisit Vejjajiva,? stated ?The army chief [Prayuth Chan-ocha] has made things clear concerning lese majeste [that the army will fight to the end]?. Due to this fear of confrontation, as also noted by Streckfuss and McCargo above,?BP?sees little hope?of lese majeste reform for now ?(Thaksin has thrown the?reform ball?to the Privy Council).
However, as noted in March last year:
Fortunately, for the government, the NHRC later?said?they will need the rest of the year to review the issue so the government has some leeway. However, once the report comes out, BP is very skeptical there will be any reform although the pressure for reform would start building unless there is a major change in the enforcement of the law. BP doesn?t imagine street protests, but within a group of progressive voters (i.e Matichon readers), they will be upset. While we are talking about small numbers, they will matter during an election. They are unlikely to vote Democrat, but they may vote for someone else or not vote. This is a?problem for the future for?Puea Thai, but it will become a problem.
BP: So when will this NHRC report come out? (a Google search sheds no light). The government can?t sideline the lese majeste issue forever. We are still probably a few years away from where the ?do nothing? approach by the government on?lese majeste becomes a political problem (i.e. will cost it votes), but it will eventually become one. There are other things the government can do aside from amending lese majeste. As noted in May 2012:
Nevertheless, his death places the spotlight clearly on?lese majeste?law and what the government will do. The government can?t just release those convicted from jail tomorrow, but it can provide them with better treatment ? as of?last report?they hadn?t been moved to the new facility* ? and make more progress on limiting the number of prosecutions ? still no word on what the?committee?is doing. Economic concerns, particularly over the cost of living, is the most pressing issue facing the government, but can?t ignore other issues including?lese majeste.
BP: The committee seems have had some influence, as noted by Streckfuss on the drop in the number of prosecutions, but?what is the government doing to ensure better conditions for the lese majeste prisoners?

MADRID (AP) ? Spain's recession deepened in the fourth quarter of 2012, when the economy shrank by 0.6 percent compared with the previous three-month period.
In preliminary estimates to be confirmed next week, the Bank of Spain says it was the sixth quarter in a row that the economy contracted. It shrank by 0.4 percent in the third quarter.
The central bank's report on Wednesday says economic activity was down 1.7 percent in the fourth quarter from the year-earlier period. It estimates it shrank 1.3 percent for the whole of 2012.
The National Statistics Institute is to announce the official economic growth figures on Jan. 30.

WASHINGTON (AP) ? Senior defense officials say Pentagon chief Leon Panetta is removing the military's ban on women serving in combat, opening hundreds of thousands of front-line positions and potentially elite commando jobs after more than a decade at war.
The groundbreaking move recommended by the Joint Chiefs of Staff overturns a 1994 rule prohibiting women from being assigned to smaller ground combat units. Panetta's decision gives the military services until January 2016 to seek special exceptions if they believe any positions must remain closed to women.
A senior military official says the services will develop plans for allowing women to seek the combat positions. Some jobs may open as soon as this year. Assessments for others, such as special operations forces, including Navy SEALS and the Army's Delta Force, may take longer.
The official said the military chiefs must report back to Panetta with their initial implementation plans by May 15. The announcement on Panetta's decision is not expected until Thursday, so the official spoke on condition of anonymity.
Panetta's move expands the Pentagon's action nearly a year ago to open about 14,500 combat positions to women, nearly all of them in the Army. This decision could open more than 230,000 jobs, many in Army and Marine infantry units, to women.
In recent years the necessities of war propelled women into jobs as medics, military police and intelligence officers that were sometimes attached ? but not formally assigned ? to units on the front lines.
Women comprise 14 percent of the 1.4 million active military personnel.

You'd think the military would want uniform patterns that keep its members safe. And yet somehow, "distinctiveness" has trumped safety
When the Marine Corps selected a digital pattern for its combat uniform in 2002, the U.S. military as a whole seemed to fracture, with each branch wandering aimlessly in a bizarre search for sartorial identity. It's been a long, strange trip since. So let's take a brief look at the camouflage patterns of the U.S. military, and the sorry stories of their adoptions.
Universal Camouflage Pattern (U.S. Army)
The only other country that uses the Universal Camouflage Pattern (see the photos here) for its military is Kazakhstan. That's pretty much everything you need to know about its effectiveness. Make no mistake ? it looks nice. The problem is, everybody can tell, because it doesn't actually blend into anything. The pattern was designed to work in urban areas, forested areas, and desert environments. Such a perfect camouflage would save a fortune, as the Army wouldn't have to issue a new pattern every time it went to war. Of course, there was actually a war going on at the time ? two, in fact ? and the universal pattern didn't work adequately in either of them. The Army's solution? To issue specially-patterned "MultiCam" combat uniforms to soldiers in Afghanistan, but to also continue issuing universal pattern combat uniforms to soldiers coming out of basic training. Combat uniforms, in other words, that would be used everywhere except combat.?
Operation Enduring Freedom Camouflage Pattern (U.S. Army, U.S. Air Force)
To its credit, MultiCam actually is an effective pattern ? and the Army knew that in 2004, when the military branch passed over MultiCam?in favor of the universal print. Operation Enduring Freedom Camouflage Pattern, as it is officially know, is characterized by the transition colors on each of its splotches (which are themselves smaller and more refined than those of the old woodland pattern). (See the photos here.) The shades vary from brown to light tan, with vague fields of green. It has found great success in militaries the world over, from the Russian Federal Security Service to the Australian Special Air Service.
MARPAT (U.S. Marine Corps)
As the acronym suggests, MARPAT is the Marine camouflage pattern. (See the photos here.) It marked the U.S. military's first run at a digital uniform, and is (perhaps unexpectedly, given operations tempo and budgetary differences) based on the research of the Canadian Armed Forces. Unlike the Army's ?effort, MARPAT makes no attempt at being a universal camouflage, and there are two sets of colors used: For wooded areas, green, tan, brown, and black, and for desert environments, various shades of sand. (Though an urban variety was developed, it was not approved. Likewise, there is no arctic variation; the Marines use a different pattern entirely for snowy terrain.)
What makes the Marines' digital camouflage unique is also its greatest weakness for the military as a whole. MARPAT is patented, and the Corps has proven an aggressive defender of its intellectual property. While it makes sense for the Marine Corps to stop other countries from adopting such an effective camouflage, it does not make sense for the Marines to withhold permission from other branches of the U.S. military. In recent years, it has resisted efforts by the Army and Navy to derive uniforms from MARPAT and its colors. This is an intellectually indefensible position made entirely for purposes of marketing and recruiting.
Special Warfare units are the only members of the Navy who are authorized to wear the desert variant of MARPAT. The Navy as a whole wears an inexplicably blue digital print, which looks not unlike that of rushing, turbulent water ? precisely the colors you wouldn't want to be wearing if you fell overboard.
Tiger Stripe (U.S. Air Force)
One would do well not to follow the Air Force. If the Army's first effort at a new pattern was idiotic, the Air Force's go was simply embarrassing. First off, the Air Force changed its uniform not because it had found a superior camouflage, but because its chief of staff wanted something that looked "distinctive." (Which is, in fact, the opposite of camouflage.) So just as the United States was gearing up for war in Iraq, the Air Force selected a new tiger stripe pattern in blue and gray made of a material too hot for comfortable use in desert environments. Mercifully, the blue color scheme was later shouted down?by the ranks for being "a little too distinctive."?
The tiger stripe pattern remained, but the colors were changed to those used in the ineffective Army universal camouflage pattern. (See the photos here.) Today, deployed airmen are issued MultiCam-patterned uniforms. In other words, seven years after the invasion of Afghanistan, the Air Force settled on a color scheme that can be worn everywhere except Afghanistan. If the Marines are clinging to MARPAT to attract recruits, it almost seems like the Air Force is using theirs as a recruit repellent. Only one other country uses the U.S. Air Force design for its military: The Dominican Republic, which is itself all but an operational branch of the Mexican drug cartels. In a way, that might actually be the best argument for the pattern's effectiveness.?

?Arab world: Netanyahu insists that peace treaties with Egypt and Jordan must be preserved, but his opponents think he has overreacted with his dire warnings about Islamist parties that have won elections after "Arab Spring" revolts. Israel is also warily watching the civil war in neighboring Syria, concerned about al-Qaida-linked groups there and the possibility of chemical weapons falling into the hands of hostile elements.

Back when I practiced law (no longer, thank you very much!) I would negotiate on a daily basis. And while I was pretty good at it, some of the jerks, err, I mean opposing counsel, I dealt with were masters. And, like attorneys, small business people negotiate all the time. Whether it?s trying to get a vendor to lower his prices or working out a deal with a client, negotiating is part and parcel of a small business life. So, yes, I do have a few thoughts on successful negotiations and negotiators.
Here are a few of my favorite tips:
Start slow, if possible: It sometimes takes a while to get a feel for the person you will be negotiating with, and if time permits, it is generally a good idea to get your feet wet before jumping in. Try and get a sense of their style, whether they seem like a bluffer or not, and how tough they are. Not everyone likes to negotiate or is good at it. Don?t assume your ?adversary? is either a good or bad negotiator; instead try and learn the facts first.
Come in over-prepared: The more you know about the other side and the facts, the better equipped you are to get what you want. For instance, say that you are negotiating a lease in a new building. If you don?t know what the vacancy rate is, if you don?t know what comparable rents in the area go for, if you do not know how long the space has been vacant, it will be hard to get a good deal.
He who offers first, loses: A well known strategy yes, but still important to remember. Typically, when you make the first offer, you are setting an upper limit on what you can get. For instance, if you want a raise and tell your boss that you want $5,000 more a year, you will never find out that her budget would have allowed you to get $7,500 more. So try and not make the first offer.
Have some good tactics ready: There are all sorts of negotiating techniques that you can use to your advantage:
Remember it is a negotiation: Their job is to get what they want. They may ask for the sun and be willing to settle for the moon. Do not take it personally. By the same token, build some room into your offer so that they feel like they are getting something too.
Be willing to walk: The willingness to walk away from the deal or table is the key to a strong negotiating position. This is the real leverage in any negotiation.

The Kia Cadenza is the latest offering for the stylish Korean brand, and part of an upwards push into the near-luxury sedan segment. Company officials claim it is the most advanced Kia to date, with features like automatic cruise control with full-stop braking ability, lane departure warning, and an 8-inch center display with Gooogle maps. The metal bits aren't bad either. Under the hood is a 3.3-liter direct-injection V-6 with variable intake- and exhaust-valve timing, developing 293 hp and 255 lb-ft of torque. It definitely looks the part of an upmarket sedan, but stylistically it's a bit more conservative than what we've come to expect for the brand. The Cadenza should go on sale in mid-2013.

SACO, Maine ? The Selects Hockey organization has selected Maddox Gahr Angerhofer, a goalie for the Seacoast National Selects U12 girls hockey team, to join the international program with the East Coast Selects hockey team.
Angerhofer, a seventh-grader who lives in Stratham, N.H., and attends Heronfield Academy in Hampton Falls, N.H., joined more than 200 invited girls from across North America to compete for 68 positions on four teams, with those selected to participate in the program's international spring training development camp and the World Selects Invitational in Stockholm, Sweden this April.
Participants will be submerged into foreign cultures and face top international competition.
"Maddox was superb," said Kathy Pippy, director of girls hockey for the Selects Hockey program. "She not only showed she has the skill to be a top hockey prospect but also demonstrated great leadership and passion on the ice."
PORTSMOUTH ? Kevin Adair and Danny O'Leary each had 11 points and six rebounds as the Portsmouth High School boys reserve basketball team beat Trinity, 60-31, on Monday.
Nathan Amundsen had 10 points and 10 rebounds for Portsmouth (5-5), while teammate Cole Musto had six points.

KANSAS CITY, Mo. (AP) ? An autopsy shows that Kansas City Chiefs linebacker and former University of Maine standout Jovan Belcher was legally drunk when he shot his girlfriend nine times and then killed himself.
The Jackson County Medical Examiner released the results of autopsies performed on Belcher and his 22-year-old girlfriend, Kasandra Perkins, following their deaths on Dec. 1.
Police say Belcher killed Perkins at the couple's Kansas City home, then drove to the team's practice site and committed suicide in front of his coach and general manager. The autopsy report released Monday says Perkins was shot in the neck, chest, abdomen, hip, back, leg and hand. Belcher's blood-alcohol level was 0.17, and was likely higher at the time of the shooting. The legal limit is 0.08 percent.
Seacoast Cal Ripken winter baseball clinic offered
A Seacoast Cal Ripken winter baseball clinic is being offered at Seacoast United Indoor Sports Complex in Hampton for all interested Hampton, North Hampton and Hampton Falls players between the ages of 8 and 12 beginning Friday, Jan. 25 or Feb. 1 and running every other week through Friday, March 29. Players will be separated into small training groups of no more than eight and the cost is $60 for five sessions over the 10-week span. Clinic times will be one-hour slots beginning between 4:30 p.m. and 7:30 p.m., and the focus each week will change to include fielding, hitting and pitching.
