Stock futures point to rebound for Wall St. after selloff

NEW YORK (Reuters) - Stock futures rose on Wednesday, pointing to a rebound for Wall Street after a selloff in the previous session, though gains may be tempered by investor wariness over how soon central banks will begin to scale back accommodative policies.

The benchmark S&P 500 <.spx> fell 1 percent on Tuesday in volatile trading after Japan's central bank disappointed markets by holding its monetary policy steady.

The lack of further action kindled unease over when the ultra-loose policy put in place by global central banks will be wound down, particularly by the Federal Reserve.

The monetary efforts to boost the economic recovery have been a pillar of the rally in U.S. equities this year, and uncertainty over how soon the measures will be reined in has prompted investors to unwind trades built around such support.

Markets regained some footing on Wednesday, with Treasuries prices edging up, the dollar recovering and European shares rising.

"I think in general the tone is a little more constructive," said Art Hogan, managing director at Lazard Capital Markets in New York.

Some investors are preparing for the possibility the Fed could slow the pace of its $85 billion-a-month bond purchase program by the end of the year, which means the market is likely in for a gradual consolidation, Hogan said.

"My guess is by the time we get the tapering, the market will have discounted that event and it's not going to be something that causes a selloff," said Hogan.

S&P 500 futures rose 9.1 points and were above fair value, a formula that evaluates pricing by taking into account interest rates, dividends and time to expiration on the contract. Dow Jones industrial average futures gained 42 points, and Nasdaq 100 futures added 14.5 points.

KFC parent Yum Brands Inc may be in focus after reporting late Tuesday a drop in May sales at established restaurants in China.

U.S. officials will give major banks two years to comply with a controversial Dodd-Frank requirement that they push some swaps trading out of the banks. Shares of Citigroup were up 0.9 percent in premarket trading, while Bank of America added 0.8 percent.

On the economic front, data showing another surge in interest rates last week pushed prospective U.S. homebuyers to act as demand for applications for mortgages rose for the first time in a month.

BOJ keeps policy steady, skips new steps to calm markets

TOKYO (Reuters) - The Bank of Japan kept monetary policy steady on Tuesday and held off on taking fresh steps to calm bond market volatility, possibly judging that recent market turbulence has yet to pose a significant risk to the economy's recovery prospects.

The yen edged higher against the dollar, Japanese equities futures slipped further and 10-year government bond futures extended losses, reflecting disappointment that the central bank had not taken the additional steps.

Rising bond market yields have already pushed up some mortgage rates, raising concerns that a further rise in yields could increase other borrowing costs and so dent the economy's new found momentum under Prime Minister Shinzo Abe.

Some central bankers had been considering the idea of extending the maximum duration of cheap, fixed-rate funds it offers via market operations to two years from the current one year.

Such a move would have made it easier for banks that were caught wrong-footed by last month's spike in yields to hedge their portfolios by reducing the need to sell bonds to balance their books, thus potentially dampening market swings.

The BOJ's nine-member board likely decided to skip fresh market measures as bond markets have restored some calm and the economy is showing increasing signs of improvement.

Data on Monday showed economic growth was faster than previously thought, the current account surplus was growing rapidly and lending was on the up.

"Japan's economy is picking up," the central bank said in a statement announcing the policy decision, a more upbeat view than last month when it had said growth was starting to pick up.

It also revised up its assessment on exports and output to say they were picking up amid a gradual recovery in global growth.

Under new Governor Haruhiko Kuroda, the BOJ stunned financial markets on April 4 by setting in motion an intense burst of monetary stimulus. It kept its policy settings unchanged at the two-day rate review that ended on Tuesday.

"Today's decision may reflect Kuroda's stance of not taking incremental action in response to day-to-day market moves," said Hideo Kumano, chief economist at Dai-ichi Life Research Institute in Tokyo.

"He may also have thought there's no need to be too nervous about the market volatility, hoping to determine more the effect of the BOJ's bond-buying program for the time being."

MARKET TUMULT

Japanese government bond prices extended losses after the BOJ statement. September 10-year Japanese government bond (JGB) futures fell more than a half point to as low as 142.44, while the yield on 10-year cash JGBs rose 4.5 basis points to 0.880 percent.

The dollar fell as low as 97.78 yen, having stood at around 98.65 yen or so just before the BOJ's decision.

Nikkei index stock futures extended losses and were down 2.6 percent at 13,250 by 0300 GMT. The cash market was closed for a lunch break when the statement was released.

The rise in bond yields in late May, slowing growth in China and uncertainty over when the U.S. Federal Reserve would roll back its stimulus have hurt global stocks, including Japanese equities.

The yen also surged to a two-month high against the dollar last week, weighing on the export-reliant economy and taking back a chunk of the feel-good effect of "Abenomics," a policy prescription of sweeping fiscal and monetary expansion aimed at jolting the world's third-biggest economy out of a two-decade long slump.

Before the setback, market euphoria over the government's campaign to reflate the economy had driven Japanese equities up over 70 percent since mid-November and had sent the yen tumbling to a 4-1/2-year low against the dollar of 103.74 yen.

A loss of market confidence would be a big blow to Abenomics, which relies on sentiment to spur a virtuous circle of consumption, investment, higher wages and lending to revitalize the economy.

Markets are focusing on what Kuroda has to say in his post-meeting news conference on the market turbulence, which has cast doubt on his argument that the April action would help push down yields across the curve.

"As long as yields move in line with economic developments, this is not a problem. If yields start to deviate from the underlying economy, the BOJ could make some minor adjustments in the future," said Hiroshi Miyazaki, senior economist at Mitsubishi UFJ Morgan Stanley Securities in Tokyo.

The BOJ promised in April to double its bond holdings in two years to expand the supply of money at an annual pace of 60 trillion ($605 billion) to 70 trillion yen to meet its pledge of achieving a 2 inflation target.

Progress made in the technology development for studying protein-DNA interactions, conducted by Chang Lu, associate professor of chemical engineering and a core faculty member of the School of Biomedical Engineering and Sciences at Virginia Tech, has led to the National Institutes of Health (NIH) awarding a new project to continue his groundbreaking work.

Working with Albert Baldwin, a cancer biologist of the University of North Carolina at Chapel Hill, they are advancing the development of a specific technology that Lu said could "revolutionize the study of molecular mechanisms involved in cancer development in multiple aspects."

Lu and Baldwin are using an investigative procedure called chromatin immunoprecipitation (ChIP) to examine the protein binding to DNA sites that can lead to cancer.

This ChIP assay is not new. In the past, its drawback was the number of cells needed for each individual test more than one million cells. "This large sample practically prevents the use of ChIP on samples from animal models and patients," Lu explained.

So, Lu and Baldwin are developing a more specialized ChIP assay conducted on microchip devices for studies based on tiny amounts of primary cell samples from mice and humans. Lu's preliminary work showed they could produce reliable results based on as few as 50 cells as opposed to the need for one million cells. This work was previously described in the journal, Lab on a Chip.

With their new test that provides "an ultrahigh sensitivity," they believe they can design ChIP assays that will be able to study tumor-initiating cells and monitor the dynamics at the molecular level in how the tumor cells multiply, possibly leading to the spread of cancer.

Lu is known for making significant contributions to the practice of cellular manipulation and analysis. His research group at Virginia Tech has demonstrated a variety of new technologies ranging from electroporation for gene delivery to analysis of single cells.

His new NIH grant, awarded over three years at a total amount of $710,000, is part of the institutes' National Cancer Initiative that focuses on early-stage innovative molecular analysis technology (IMAT) development for cancer research (http://imat.cancer.gov/). The new work was also enabled by seed grants from the Virginia Tech Institute for Critical Technology and Applied Science (ICTAS) NanoBio Thrust area (http://www.ictas.vt.edu/research/nanobio.php).

Publisher Sony said it won?t have any online authentication or digital rights management on its PlayStation 4 console games this evening at its pre-Electronic Entertainment Expo press briefing. It won?t require you to check in your console and games with online servers periodically, either. It said you own your games forever.

?When gamers buy a disc, they have the right to use that disc,? Sony chief executive Jack Tretton said. ?Your games won?t stop working if you don?t check in after 24 hours.?

Tretton confirmed you can trade their games at retail.You can sell the game to another person, lend it to a friend, or keep it forever.

This is in direct opposition to the stance Microsoft recently took in regard to its Xbox One console. That console requires a daily authentication with its servers or else games will stop working. The hardware works with used games, but the process has many restrictions. For example, you can only trade discs at ?participating retailers.? You can lend the game to friends, but only those that have been on your friends list for at least 30 days. This effectively kills second-hand sales on online marketplaces like eBay and Craigslist as well as at many indie game stores.

Additionally, Microsoft will allow publishers to enact a fee on used-game sales at the aforementioned participating retailers.?Now that Sony won?t support that practice, it is unclear if publishers will treat Xbox players differently than PlayStation owners.

2 Obama cabinet nominees clear Senate committee

(AP) ? A Senate committee has voted unanimously to approve President Barack Obama's nominees to head the Commerce and Transportation departments.

The Commerce, Science and Technology Committee didn't bother to meet to vote on the nominations of Chicago billionaire business executive and philanthropist Penny Pritzker for Commerce and Charlotte, N.C., Mayor Anthony Foxx for Transportation. Senators instead dropped by a room off the Senate floor, where a committee clerk recorded their "ayes."

Pritzker is a longtime Obama friend who raised hundreds of thousands of dollars for his presidential campaigns.

Foxx won national recognition when Charlotte hosted the Democratic National Convention last year. He was a key surrogate in North Carolina for Obama during his re-election.

Republican Sen. John Thune of South Dakota said he expected Pritzker and Foxx to be confirmed easily.

Egypt: Suspected militants kill policeman in Sinai

CAIRO (AP) ? Egyptian security officials say suspected militants have shot dead a counterterrorism police officer in the Sinai Peninsula.

Officials said Maj. Mohammed Abdelaziz, 30, was killed Sunday in the town of el-Arish on the Mediterranean. The officials spoke on condition of anonymity because they were not authorized to brief the media.

They had few other details of the shooting. Abdelaziz was a member of the counterterrorism department in the national internal security agency.

Militants have stepped up attacks amid a breakdown in law and order in the Sinai following the 2011 uprising that toppled autocrat Hosni Mubarak.

Last month, seven security personnel were abducted by militants outside el-Arish. They were later freed by their abductors. Last year, suspected militants killed 16 Egyptian soldiers near the border with Gaza and Israel.
