Auto industry is grim economy's?silver lining

General Motors is clearly the leader in June auto sales. Overall, sales were slightly better than expected, reports CNBC's Phil LeBeau.

By Paul A. Eisenstein, msnbc.com contributor

There may be plenty of reasons to worry about the U.S. economy: Weak jobs numbers, poor housing starts and a European economic crisis that threatens to spill across the Atlantic. But based on June sales numbers, the American auto industry is not one of them.

Car sales outpaced even the more optimistic forecasts, with several manufacturers setting all-time records. A number of others, notably General Motors, saw demand surge to levels not seen since before the start of the lingering U.S. recession.

Significantly, while the industry was clearly pushing hard to sell, sell, sell, industry data suggest automakers didn?t fall into the past trap of buying sales with hefty rebates and other incentives.

?The combination of new products, available credit, lower fuel prices and modest economic growth was a stronger influence on consumer behavior than economic and political uncertainty,? said Kurt McNeil, General Motors? vice president of U.S. sales.

GM posted a solid, 16 percent year-over-year gain, June bringing the maker?s best monthly unit sales since September of 2008.?

Chrysler, meanwhile, delivered its 27thconsecutive monthly year-over-year increase ? an increase of 20 percent?? making it Chrysler?s best June in five years.

Honda had to look back to 2008 for the last time it did so well in June, a month normally buoyed by the so-called Spring buying season.? Overall, the Japanese maker gained 48.8 percent, but its struggling luxury division, Acura, gained 76.5 percent?? helped by the addition of some critical new products like the entry-luxury ILX.? The mainstream Honda division did well, with a 45.6 percent?increase despite the fact that its Accord sedan is months away from being replaced by an all-new model.

The Japanese did well across the board, Nissan reporting a 28.2 percent?jump ? its own luxury arm, Infiniti, gaining 66.1 percent?for the month.

But the real winner was industry giant Toyota. Like its Japanese rivals it suffered severely in spring 2011 as it was forced to close or sharply cut back production at many of its key assembly plants due to the March earthquake and tsunami that devastated Northeast Japan.? For June 2012, it saw sales rocket upwards by 60.3 percent?? and forecast still better days to come.

?June and first-half sales were driven by consumer interest in our new models including the Prius C ? and the Camry,? which was redesigned for the 2012 model-year, noted Toyota division group vice president Bob Carter.? ?We expect to see continued stability in the automotive market during the second half of 2012,? added Carter, thanks to pent-up demand, low interest rates and a continued influx of new products.?

Toyota recently increased its forecast for the full year to 14.5 million vehicles, a figure more and more analysts now agree with.? In fact, June?s Seasonally Adjusted Annual Sales Rate, or SAAR, came in at more than 14 million, up from 13.7 million in May.

And it did that even though the industry cut back on incentives by 1.6 percent?from May to June, to an average $2,187 per vehicle, according to a preliminary estimate by tracking firm Edmunds.com.? That was also down 0.8 percent?from June 2011.

Nonetheless, there are some skeptics who worry that a weak economic recovery and the threat of a worsening crisis in Europe could cause the car market to stutter ? or force makers to ramp up spending on givebacks.

"There was great pressure from automakers to close June strong, especially after the unexpectedly weak Memorial Day holiday weekend in May,? noted Jessica Caldwell, Edmunds? chief analyst. ?It is the end of a quarter so undoubtedly they wanted to finish big. Two weak months in a quarter would make for unfavorable reporting."

If anything, the industry may be suffering from too quick a recovery.?Ford Motor Co. sales rose by a relatively modest 7 percent, but the maker has repeatedly warned that the cuts it made during the recession now leave it with a shortage of capacity.? Hyundai has issued a similar warning and said it is struggling to break bottlenecks both at its U.S. plant and on assembly plants in Korea.

There were a few weak players in June, notably Jaguar which has been struggling to build demand for its flagship XJ resulting from reports of early quality problems (the big sedan getting a clean bill of health in the latest J.D. Power Initial Quality Survey released last month).?

Luckily for the Indian-owned carmaker its British sibling Land Rover has scored a big hit with its first-ever crossover vehicle, the Range Rover Evoque.? Overall Jaguar Land Rover sales were up a combined 2 percent.

A surprisingly weak performance came from BMW, up only 0.4 percent?for the month, though its Mini subsidiary gained 14.7 percent?? the combined brands collectively picking up 3.2?percent?for June.

Meanwhile, Mercedes-Benz not only set a June sales record but had its highest-ever U.S. sales for the first half of the year.?Porsche picked up 17.9 percent, the brand scoring with new versions of the flagship 911 sedan and smaller Boxster roadster.

Volkswagen gained 34.5?percent,?steadily gaining momentum with its midsize Passat which was designed specifically for the U.S. market and which is being built at the German maker?s new assembly plant in Chattanooga.

VW sales are running at their highest levels since the golden days of the original Beetle.? But the maker is targeting a goal of 600,000 vehicles annually before decade?s end, which would require it to double again its current sales.

So, like the rest of the industry, the maker is keeping corporate fingers crossed that June?s sales surge wasn?t just a short-term phenomenon.

Mexico's old guard claim presidential win

The party that ruled Mexico for most of the 20th century claimed victory in a presidential election on Sunday as a senior election official said the party's candidate, Enrique Pena Nieto, held an irreversible lead over his rivals. President Felipe Calderon congratulated him on his win.

Pena Nieto, on track to return his once long-dominant opposition Institutional Revolutionary Party (PRI) to power, had between 37.9 and 38.55 percent of the vote, ahead of second-placed leftist challenger Andres Manuel Lopez Obrador, who had between 30.9 and 31.86 percent of the vote.

Shortly afterward, Pena Nieto's campaign manager, Luis Videgaray, declared victory.

"It is a resounding triumph," Videgaray told Milenio television, adding that he was hopeful the PRI would have a majority in the Senate and possibly in the lower house of Congress, too.

Josefina Vazquez Mota of the ruling National Action Party, or PAN, trailed in third with between 25.1 and 26.0 percent of the vote, the official quick count said.

The count published by the Federal Electoral Institute (IFE) was based on a representative sample of preliminary results from more than 7,500 polling booths in Mexico.

"The result is irreversible," Benito Nacif, one of the Federal Electoral Institute's board members, told Reuters.

Tainted by corruption, electoral fraud and occasional bouts of brutal authoritarianism during its 71 years in power, the PRI was voted out in 2000. It has bounced back, helped by the economic malaise and a tide of lawlessness that have plagued Mexico under PAN.

Pena Nieto, a youthful-looking former governor of the State of Mexico, has established himself as the new face of the PRI with the aid of favorable media coverage led by Mexico's most powerful broadcaster, Televisa.

Leftist rival Andres Manuel Lopez Obrador was in second place with Josefina Vazquez Mota of PAN, trailing in third.

Vazquez Mota said the voting trends did not favor her, virtually conceding the race.

"The new government ... will have the great responsibility to fulfill its promises and commitments. My party will act responsibly and watch out to make sure that they follow through and make it happen," she told supporters. Vazquez Mota's campaign was hurt by outgoing President Calderon's failure to bring under control a brutal drug war and oversee strong economic growth.

Lopez Obrador said he would wait until the final results were in. "The last word hasn't been spoken yet," Lopez Obrador told supporters after a quick count by Mexico's electoral authorities pointed to a win for Enrique Pena Nieto, candidate of the Institutional Revolutionary Party (PRI).

"We're lacking a president who can really change the country, who can put an end to all the kidnappings, and all the lawlessness," said Daniela Flores, a 35-year-old Pena Nieto supporter who was selling party pins outside the PRI's headquarters in Mexico City.

"It's time for the PRI to return. They're the only ones who know how to govern," said Candelaria Puc, 70, preparing to vote in Cancun with the help of a friend because she cannot read or write.

"The PRI is tough, but they won't let the drug violence get out of control," she added, speaking in a mix of Mayan and Spanish.

After ending the PRI's rule in 2000, the PAN raised hopes high. But years of weak growth and the death of more than 55,000 people in drug-related killings since 2007 have eroded its popularity.

Violence continued in the days before Sunday's vote.

In the Pacific beach resort of Acapulco, one of the cities most affected by the drug war, four people were killed on Saturday, two of them tortured and beheaded, a hallmark of drug-related killings, Guerrero state police said.

The PRI mayoral candidate in the city of Marquelia, about 40 miles from Acapulco, was kidnapped by an armed group, prompting a protest of his supporters that closed a highway for five hours, a party leader said.

Pena Nieto's closest challenger in pre-election polling was former Mexico City Mayor Andres Manuel Lopez Obrador, the front-runner for much of the 2006 race. Lopez Obrador ultimately lost by half a point to President Felipe Calderon of PAN and refused to accept defeat.

Claiming fraud, he led massive protests in the capital for weeks, bringing much of Mexico City to a standstill and alienating even some of his supporters.

Though his campaign bid surged late on when a wave student-led opposition to the PRI boosted his ratings, polls suggest Lopez Obrador will fall short of the 35 percent of votes he won in 2006.

"This is no time for the country to go in reverse," a relaxed Lopez Obrador said of the PRI before voting.

Polls showed Pena Nieto winning 40 percent to 45 percent of the vote, Lopez Obrador close to 30 percent with Vazquez Mota not far behind. Gabriel Quadri, a fourth candidate competing for a smaller party, was expected to pick up a few percent. The one with the most votes wins, with no need for a second round.

Pena Nieto has seized on Calderon's failure to tame cartels with a military-led offensive, arguing the PRI's experience in power means it best understands how to restore peace to Mexico and reinvigorate the economy.

Fear of fraud
Lopez Obrador has in recent weeks sounded alarms about possible vote fraud, raising concerns he might call new street protests if he loses again.

His belligerence after 2006 exposed tensions within the main leftist grouping, the Party of the Democratic Revolution (PRD), although it has rallied behind him again for this campaign.

Though it has effective and popular control in Mexico City, the PRD's record outside the capital has been tainted by allegations of corruption and incompetence.

"It is important to stop the PRI coming back to power," said 22-year-old Rafael Peralta, a first-time voter. "They brutally repress protests and give handouts with conditions."

The PRI laid the foundations of the modern state with a nimble blend of politics and patronage that allowed it to appeal to labor unions and captains of industry at the same time.

The party that nationalized the oil industry in 1938 also made sweeping free-market reforms in the 1990s and signed the North American Free Trade Agreement with the United States and Canada, upholding a populist image while a small cadre of well-connected capitalists grew rich through effective oligopolies.

Mexicans eventually tired of the one-party rule that stifled dissent, rewarded loyalists and allowed widespread corruption.

The era of old-time PRI bosses known as "dinosaurs" gave way to a more democratic era under the 1994-2000 presidency of Ernesto Zedillo, who instituted reforms that allowed opposition parties to compete in a fair vote and oust the PRI.

On Sunday voters would also decide on six state governors and both houses of Congress, with gains expected for the PRI.

The legislative results will help determine whether Pena Nieto will be able to push through his plans to liberalize antiquated labor laws, improve the tax take and open up state oil giant Pemex to more private investment.

Financial investors are encouraged by Pena Nieto's reform agenda, which would be more friendly toward foreigners, and hold out hope he would promote well-educated technocrats like those who oversaw the economy during the PRI's later years in power.

Armstrong caliber? Not just yet, says Slovak star

SERAING, Belgium (AP) ? Peter Sagan blushed, giggled and eventually brushed off comparisons to Lance Armstrong on Sunday after becoming the youngest rider to win a Tour de France stage since the Texan nearly a generation ago.

The 22-year-old Slovak gave a command performance in his debut in a full Tour stage by outsprinting Swiss rider Fabian Cancellara, who mounted a spirited and successful defense of his yellow jersey over a hilly ride in eastern Belgium in Stage 1.

The standings among the top contenders to win the three-week race didn't change much after the 123-mile loop from Liege to suburban Seraing featuring five low-grade climbs. Bradley Wiggins of Britain and defending champion Cadel Evans trailed close behind in a splintered pack.

Overall, Wiggins is second behind Cancellara, seven seconds back, and Evans is another 10 seconds slower in eighth.

Sagan, who won five of eight stages in this year's Tour of California among the 13 stage victories he has this year, placed his hands on his shoulders after edging out Cancellara and Norway's Edvald Boasson Hagen. It was the culmination of a tricky uphill patch with cobblestones right before the finish.

The promising Slovak becomes the youngest rider to capture a Tour stage since Armstrong won his first of his 22 career Tour stage victories at age 21 ? in Stage 8 in 1993. The youngest of all time is Italy's Fabio Battesini, who was 19 when he won one in the 1931 Tour.

Sagan landed another spot in the history books: No other Tour debutant has won the first Tour road stage since Fabio Baldato of Italy 17 years ago, according to Infostrada, a Dutch sports information service. David Zabriskie of the United States won the opening time-trial in his first Tour in 2005, but that wasn't a full road stage.

Asked whether he has the potential to be the next Armstrong, Sagan cautioned that such talk was a bit premature: "I would like to be, but I'm so young it's impossible to know what the future will be."

"If that could be true, it would be great," the Liquigas-Cannondale rider said with a nervous laugh.

He rose to 23th place overall, 24 seconds behind Cancellara, after entering the day in 56th place ? 3:49 behind ? after the prologue that Sagan said wasn't suited to his talents.

To have a chance to achieve Armstrong's stature, Sagan will have to prove that he's a complete rider who can excel in time-trials and the mountains ? not just a "puncher" who can burst ahead late on flatter stages.

He'll get that chance in two time-trials ahead and as the race veers to the Alps in Week 2 and down into the Pyrenees mountains before the July 22 finish on Paris' Champs-Elysees.

Cancellara, the 31-year-old veteran who won Saturday's prologue, offered racing panache with an aggressive final attack ? an unusual move because the bearer of the yellow jersey generally spends more effort trying to defend it than going on the offensive himself.

"We got absolutely no help from other teams, so I said the best defense is to attack," he said, referring to his RadioShack squad. "I saw the last turn with a little stretch of cobbles and I said, 'Here, full gas.'"

"I'm not the kind of rider that gives up with 500 meters left," said the Swiss veteran. "That's not me. If I try something I go all the way ? and if I finish second, that's just how it goes."

Sagan hugged the wheel of Cancellara, who was doing the hard work of leading into the wind, then whipped around him with less than 150 yards left to win in 4 hours, 58 minutes, 19 seconds.

At least two crashes marred Sunday's stage amid escalating tensions within the pack near the finish, where roadside crowds drew in to get a glimpse of the whirring bicycles.

High-profile riders including Spain's Luis Leon Sanchez and Michael Rogers of Australia went down in one late spill, but got back up. Bad luck continued to plague Germany's Tony Martin, who went down in a crash early Sunday before recovering. The world time-trial champion popped a flat and lost time in the prologue the day before.

At one point, with his team leader Evans riding in his wake, Marcus Burghardt of Germany caused his bike to jump to avoid a plastic bottle in a downhill patch about 10 miles before the finish.

"The first stages of the Tour: Everyone's so keen to get going, and everyone's so nervous," Evans said.

Monday's second stage takes the pack on a mostly flat 129-mile jaunt slicing west across Belgium from Vise to Tournai, which could favor a sprint finish.
